The 1997 National Census Test is part
of the Census Bureau's continuing effort to design Census 2000
questionnaire mailing packages that are respondent friendly,
machine imageable, and cost efficient. The objectives of this test
are to test the response rate and potential biasing effects of
icons on the mailing package components, the response rate effects
of a single sheet "rolled fold" form, and the design changes
intended to produce performance improvements of the critical
household size item.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
