Abstract: The Byrne Formula Grant Program was created by the Anti-Drug Abuse Act of 1988 and is designed to provide support to its constituency groups of States and local criminal justice agencies to initiate innovative projects and to respond to crime problems and improve operations of the Nation's criminal justice system.
