Abstract: The motivation for the HWS when measuring labor input is to place measures of hours used in productivity measures on hours at work basis rather than hours paid basis used in the CES program. The survey universe is production and non-supervisory workers in private non-agricultural establishments. The survey currently samples 6000 establishments, half inside and half outside manufacturing.
