The First Report and Order adopts a band segmentation plan to promote competition by permitting all proposed services to develop and offer consumer services in the designated bands. The 27.5-30.0 GHz band is designated for several types of wireless services, allowing for the licensing of Local Multipoint Distribution Service providers, Fixed Satellite Service systems, and the feeder links for certain Mobile Satellite Service systems. Associated satellite downlinks in the 17.7-20.2 GHz bands are designated as well.
