The FCC has
adopted strict procedures to eliminate confusion that has resulted
from certain aspects of its regulation of open video systems (OVs).
OMB strongly encourages the FCC to ensure that all parties affected
by these rule changes (and accompanying information collection
requirements) are fully informed of the new procedures.
Noncompliance because of ingnorance should be avoided by ensuring
that FCC notices and other mechanisms are used to inform parties of
the labeling and filing requirements.
