is approved on the following conditions. Prior to beginning any
data collection in the field, NIH (1) proivide OMB a detailed
description of how the sample will be selected; (2) identify the
expected response rate for the survey; (3) provide a rationale for
the payment to respondents which appears high relative to other
payment schemes. In addition, the second replacement sample is not
approved. NIH should instead devote more resources and materials to
retain sample members once they have agreed to participate in the
study.

The information is needed by NIAAA to
define the prevalence of alcoholism and associated problems in an
American Indian tribe with a low rate of alcohol use. The
information will be compared/contrasted with information we already
have from American Indian tribes with high rates of alcohol usage
to determine what variables interact with hereditary factors in the
development of alcoholism and related problems.
