This information
collection is approved through 12-98 under the following
conditions: ACF will finalize its evaluation of the quality and
sufficiency of the State reports on their Annual Progress and
Services Review. Upon completion, ACF will submit to OMB a strategy
to improve State tracking and reporting of the measures of their
accomplishments and annual progress in meeting the goals and
objectives of their programs. Working with OMB, ACF will propose
amendments as part of the Reauthorization of the FPFS Program to
incorporate this strategy. ACF should focus on the problems
identified by James Bell in Analysis of States' FY96 Annual
Progress and Services Reports. The Report found that several States
provided little or no information about specific measures and
indicators used to measure progress. In particular, OMB is
interested in standardizing some of the reporting to promote
consistency and enhance the Federal ability to identify
improvements in outcomes.

Under title IV-B, subparts 1 and 2,
States and Indian tribes are to submit a 5-year plan, an annual
progress and services report, and an annual budget request and
estimated expenditure report (CFS-101). The plan is used by States
and Indian tribes to develop and implement services and describe
coordination efforts with other Federal, State, and local programs.
The Annual Progress and Services Report is used to provide updates
and changes in the goals and services under the 5-year plan. The
CFS-101 will be submitted annually with the Annual Progress and
Services Report to apply for appropriated funds for the next
fy.
