addition, ED shall develop a plan a plan to assure that sample
attriion does not cause this longitudinal study to lose validity,
especially given ED's agreement to extend the study through at
least age 7 to determine effects. ED shall provide this plan to OMB
by October 1, 1997, or at the earliest possible date thereafter if
ED and OMB agree that more time is needed.

Data are being collected for a
nationally representative sample of infants and toddlers served in
early intervention under part H of IDEA and their families. Data
will be collected from families, service records, and service
providers. Findings will inform policy and practice regarding early
intervention for young children with disabilities and their
families.
