Under the provisions of 33 U.S.C. 401
and 491-535, the Commandant of the Coast Guard is authorized to
determine if a bridge is an unreasonable obstruction to navigation
under the Truman-Hobbs Act and can require the collection of plans
and specifications from the bridge owner in a manner consistent
with the guidelines in 5 CFR 1320.6 to determine that apportionment
of costs between the U.S. and the bridge owner and to use as a
starting point for the development of the bridge alteration
project. The owner can be private/government.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
