This submission
is disapproved and continued. The agency failed to address prior
terms of clearance. Also there is no indication that the exisitng
clearance which is due to expire has had the requisite Federal
Register notice. The agency should resubmit the emergency clearance
as a new collection so that OMB can act on the emergency, while the
agency clarifies the existing clearance. In the clearance package
for the emergency, there should be a more descriptive response to
the burden than that it is a new collection. For the exisiting
collection, a response is expected to the prior terms of clearance:
"With the submission of the regular clearance package, the agency
shall include a report discussing its internal process to restore
and abtain proper OMB approvals of its information collections with
this number."
