Abstract: This regulation promulgates the policies and procedures of the Federal Collection Act of 1966 as amended by the Debt Collection Act of 1982, the Deficit Reduction Act of 1984, and the Debt Collection Improvement Act of 1996, which provides for administrative, salary, and IRS offsets by Government agencies to collect delinquent debts.
