The Bureau of the Census developed the
ICM aproach to improve statistical methodology for estimating
population coverage during the decennial Census. The methodology
was first tested in the 1995 Census Test, refined in the 1996
Community Census, and will continue to be refined in the Census
2000 Dress Rehearsal. The first phase of the process is to
independently list each housing unit in the ICM sample area. During
the next phase, the listing will be matched to the census list. An
interviewer will visit selected housing units and conduct an
interview with the occupant(s) to reconcile the
differences.
