Abstract: NMFS will issue a final rule to implement measures contained in Framework Adjustment 9 to the Atlantic Sea Scallop Fishery Management Plan. The intent of these regulations is to exempt general sea scallop permit holders fishing exclusively under the State Waters Exemption Program (SWEP) from the 400 lb. trip limit. This exemption would require these general sea scallop vessels to notify NMFS through the call-in system before and after fishing under the SWEP. Limited access scallop permit holders are already required to use either the VTS or call-in system in order to qualify for the State waters exemption.
