This revision to the collection of
information would allow for an optional vessel monitoring system
(VMS) in the crustacean fishery of the Western Pacific. This
revision is submitted at the request of the fishermen. The
regulations implementing this provision would provide that vessels
participating in this optional program be allowed to begin the
fishing season closer to the fishing grounds and continue fishing
longer than those vessels not participating in the program by
allowing more effective monitoring of the vessel's position by
enforcement.
