October 2, 1997, no Federal Register notice has been published
notifying the public of submittal to OMB for review. Such a
notification is expected in the next few weeks with the publication
of the Proposed Rule entitled "Oil Pollution Prevention and

Facilities". OMB will enter the ICR as submitted for review at that

The oil pollution prevention
regulation requires certain regulated facilities to prepare and
maintain SPCC Plans in order to prevent oil discharges and control
discharges when they occur.
On behalf of this Federal agency, I certify that
