These data are needed to ensure that PCBs/PCB items are disposed of in facilities that are protective of health and the environment. The Toxic Substances Control Act (TSCA) requires the EPA Administrator to prescribe methods for the disposal of PCBs. To meet its statutory obligations, EPA must obtain sufficient information to make a determination that the operation of a facility does not pose an unreasonable risk to health or the environment. EPA needs the information to review applications for disposal approvals. Respondents are PCB waste disposal companies.
