optional item. FCC will ensure that, given the relatively small
percentage of returned surveys, that findings are not the only
factor in revising the auction process. FCC should examine ways to
improve the response rate for this survey.

Section 309(j)(3) of the
Communications Act requires the Commission to, under appropriate
circumstances, test various methodologies for conducting
competitive bidding. By seeking input from auction participants
through use of the FCC Auctions Customer Survey, the Commission
expects to gather information to evaluate the operation of
competitive bidding methodologies used to date and to improve the
competitive bidding methodologies used in future auctions.
