The Bureau proposes to issue a
Universal Service Data Request seeking information from large local
exchange carriers (LECs) about the high costs and parameters of the
telephone network that are necessary for non-rural LECs to provide
universal service in rural, insular, and high-cost areas.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
