Terms of Clearance: This collection is being returned as improperly submitted since it is inappropriate to request an emergency clearance at this time. Given the new reporting requirements under the National Directory of New Hires, it is particularly important to maximize the public's opportunity to comment under the PRA to the greatest extent possible. Accordingly, ACF must do the following: (1) Immediately submit a Federal Register notice soliciting public comment for 60 days under the regular approval process; (2) On August 1, 1997, publish a notice in the Federal Register announcing that ACF is seeking emergency approval under the Paperwork Reduction Act for this package, soliciting comment for 45 days; and (3) Publish the 30 day Federal Register notice immediately following the 60 day public comment period to ensure the regular review process proceeds without delays. OMB will not act on the emergency clearance request until ACF has shown that the 30 day notice has been published. ACF shall ensure that all public comments received during any of the comment periods, and through other means, are shared with OMB.

Abstract: Public Law 104-193, the "Personal Responsibility and Work Opportunity Reconciliation Act of 1986," requires the Office of Child Support Enforcement (OCSE) to develop a National Directory of New Hires (NDNH) to improve the ability of State child support agencies to locate noncustodial parents and collect child support across State lines. The law requires States to periodically transmit new hire data received from employers to the NDNH and to transmit quarterly wage and unemployment compensation claims data to the NDNH on a quarterly basis. States will transmit all data to the NDNH electronically.
