Approved as amended by ED's memoranda to OMB. In addition, ED will meet the following conditions: 1) This instrument is cleared on the condition that ED also move forward with its evaluation of the McKinney program. ED has agreed to send its plan for this evaluation to OMB as soon as possible. Should this evluation not proceed on or close to schedule, ED shall resubmit this form for clearance to collect the information that would have been collected in the evluation regarding program performance and outcomes. 2) To maximize the utility of this instrument, ED shall revise current Q. VI(c) on p. 9 as follows: "Assess the State's progress in meeting the goals and objectives of the State's plan for addressing the needs of homeless children and youth. Indicate the extent to which each major goal has been met; provide quantitative information to the extent feasible. If the goals have not been met, explain why." 3) To provide systematic information on current State practices, we recommend that ED add the following question to address performance indicator 3.2 where appropriate: "What percent of your State's LEAs collect data on the academic achievement of homeless children and youth?"

State educational agencies will submit information to the Department regarding numbers and allocations of homeless children and youth, problems relating to the access of appropriate public education, and the difficulties in identifying their special needs. The Department will use this information to report to Congress.
