amended by ED's memorandum to OMB of 9/10/97. In addition, ED has
agreed to meet the following conditions: ED will distribute the
most recent version of the Federal Cash Quarterly Confirmation
Statement and Federal Cash Award Certification Statement
(attachment to the 9/10/97 memo). However, the following changes
will be made to improve utility prior to distribution: ED will
clearly number the pages of the mailing/package; ED will move the
instruction on the Federal Cash Award Certification Statement which
reads, "(see award certification instructions in your User's Guide
for more information on adjustments and excess cash)", so that it
appears directly next to the "appropriate adjustments" box. ED will
add a sentence to the instructions for the Quarterly Detail Table
that informs the respondents that the columns in this table
represent "individual" transactions. Furthermore, ED will continue
in its current efforts to increase the electronic response rate for
this form; ED will in the next submission of this package provide
more substantive justifications for the time estimates listed in
the burden analysis, including but not limited to, justifications
based on customer use response. Also, ED will assess the
feasibility of introducing electronic signatures and report on
progress in this area with the next clearance request.

The collection of the Federal cash
award certification statement is necessary for the Agency to
monitor cash advanced to grantees and to obtain expenditure
information for each grant from grantees. Information collection is
used to report total outlays to OMB and Treasury and is used to
project the Federal Government's and the Department's financial
condition. This information collection also enables the Department
to provide Treasury with outlay information to facilitate
Treasury's estimation of future borrowing requirements. Respondents
include over 12,000 State, local, college, university....
