Approved. We note that the expected overall response rate is about 45% as a consequence of a refusal rate of about 25% and a non-contact rate of about 30%. This expection represents an improvement over the overall response rates of 37% and 39%, respectively for surveys conducted in 1993 and 1995. However, NHTSA should continue to use caution in any comparisons between surveys because of possible bias and errors in the estimation of varience at these response rates.
