note that the expected overall response rate is about 45% as a
consequence of a refusal rate of about 25% and a non-contact rate
of about 30%. This expection represents an improvement over the
overall response rates of 37% and 39%, respectively for surveys
conducted in 1993 and 1995. However, NHTSA should continue to use
caution in any comparisons between surveys because of possible bias
and errors in the estimation of varience at these response
rates.

National survey on topics relevant to
the drinking and driving problem, including support for taking
corrective actions, views toward enforcement, intervention
behavior, frequency of drinking and driving, and frequency of
riding with an impaired driver. Data are used to track severity of
problem and to guide development of programs to reduce drinking and
driving.
