amended by NSF's memorandum of 8/28. NSF will submit survey
instruments used under this approval 10 working days prior the the
intended mail-out date in order to permit OMB to provide any
comments on the intended survey. NSF will insure that surveys using
statistical methods will receive proper review by agency
statistical experts prior to providing OMB with a copy of an
intended survey. Along with the copy to be provided for the 10
working day period, NSF will provide a brief justification that
discusses purpose, intended respondents,estimated burden, and
information on statistical methodology.

Executive Order 12862 requires that
Federal agencies "survey customers to determine the kind and
quality of services they want and their lvel of satisfaction with
existing services." The National Science Foundation has an ongoing
need to collect information from its customer community (primarily
individuals and organizations engaged in science and engineering
research and education) to get perceptions of the quality and kind
of our grant-making and other services.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).

the proposed collection of information, that the certification
