Other than a few
minor changes, the supporting statement for this information
collection is identical to the submission approved by OMB in 1994.
As a result, the supporting statement does not address the
implications of the 1996 Farm Bill implementation for the practical
utility of the information collected. The form, FSA-155, submitted
with the supporting statement has been substantially revised since
the 1994 approval. The supporting statement contains no explanation
of the practical utility of the the additional information
collected with the revised form. Furthermore, despite the
additional information requested, the burden for the completion of
this form has been reduced from 45 to 15 minutes without any
explanation. Note: OMB had approved the use of the revised form as
part of an emergency clearance in June 1996. (See OMB 0560-0169).
However, the clearance and OMB's approval of the form expired in
October 1996. Therefore, the form approved in 1994 is the only form
currently approved by OMB. The submission also includes the 1994
response to terms of clearance in effect at that time. This
information should be as current as possible and be incorporated
into the supporting statement.

The reconstitution process is a
required procedure when a producer wishes to increase acreage
attributed to the farm from leases or purchases or change farm
acreage records as a result of a sale of any part of a farm. The
FSA county committee must act on all proposed farm reconstitution
and issue their approval or disapproval of FSA-155.
