conditions: As discussed with FCS, OMB approves the survey of the
Food Stamp Directors as submitted. FCS will submit the second phase
instruments for OMB review as soon as they are developed, based on
the results of phase one. In addition, FCS will modify the title to
more closely reflect the fact that this effort is limited to
implementation issues around welfare reform, not the impact of
welfare reform on the nutritional security of recipients.

This study will describe choices
States make under the optional food stamp provisions of the 1996
welfare reform law (PRWORA) and provide best practices information
to help States implement welfare reform effectively.
