Terms of Clearance: This is an improperly submitted information collection request, it originally was submitted 5/24/96 as an emergency collection and was given approval under OMB #1121-0196. It returned as an emergency reinstatement 4/30/97 and was approved through 11/97. We received on 8/7/97 a request for regular approval for the same "Local Law Enforcement Block Grants Program Local Application Form," as a new collection. This is incorrect, as OMB has noted to DOJ in the past, it is simply an extension of approval if there are no revisions to the collections or it is a revision. Notation must be made of the existing OMB #, that way the docket history about the collection is maintained. Otherwise, done in the way that this collection was submitted in August, a new OMB number is issued and the history is lost. Consequently, this collection has been entered as improperly submitted. DOJ must resubmit the collection with the OMB #1121-0196 for regular approval and this should be done immediately so that it does not expire at the end of November.
