In addition, in order to impove the efficiency of these surveys, ED agrees to the following conditions: 1) ED will maintain an effort to streamline these surveys by both continuing to detect areas where duplicative information is being reported and to discard those phone survey questions that are so lengthy as to negatively affect the quality of the data; 2) In an effort to improve the quality of the data, ED will ensure that interviewers are trained to deal with the contigency that respondents are confused by the length of certain questions; 3) In applicable cases, ED will ensure that respondents are made aware of when they are expected to report "rough estimates" vs. actual values. 4) ED will ensure that respondents are made aware of when they are expected to report "rough estimates" vs. actual values; 5) ED will develop as part of their analytical framework a "baseline."
