Terms of Clearance: This ICR is not approved and should be resubmitted when the final rule is promulgated. At that time, the agency should reexamine its burden estimate methodology to ensure that the fianl ICR includes a specific, objectively supported estimate of burden (5 CFR 1320.8(a)(4)). In computing this burden, the agency should not amortize burden hours actually incurred beyond the three year time frame covered by the ICR. For the recurring burden category, the agency should reassess the extent to which data gathering is covered by the PM monitoring program, and the extent to which this program represents additional monitoring burden in areas where exceedence of the PM NAAQS would not be an issue.

Abstract: The proposed regional haze regulations, developed under the authority of section 169A of the Clean Air Act, are designed to improve visibility in 156 mandatory class I Federal areas, mostly national parks and wilderness areas. These regulations are also a vital component to EPA's overall approach to protecting the public welfare from visibility impairment effects of particulate matter. EPA determined that the most appropriate way to address regional variations in visibility effects is to establish regional haze regulations in combination with new secondary standards for particulate matter.
