In 1987, Congress enacted the National Parks Overflight Act (Public Law 100-91) to provide for the substanial restoration of natural quiet and experience in Grand Canyon National Park. On 4/22/96, a Presidential Executive Memorandum directed DOT to issue regulations to address the impacts of visitors experiences in national parks from commercial tour overflights.
