Abstract: THIS REPORT ENABLES NASA TO EVALUATE THE EXTENT TO WHICH ITS SUBCONTRACTING PROGRAM IS ATTAINING ITS STATED PURPOSE TO DISTRIBUTE I PROCUREMENTS AS WIDELY AS POSSIBLE, IN ORDER TO ENCOURAGE A BROAD NATIONAL BASE OF RESEARCH CAPABILITY, TO ASSIST SMALL BUSINESS, SMALL DISADVANTAGED BUSINESS, AND TO AID LABOR SURPLUS AREAS.
