Terms of Clearance: In accordance with the Paperwork Reduction Act of 1995 and 5 CFR 1320, this collection is disapproved. The agency has very well demonstrated, with its oversight of gas processing and transportation allowances for Federal leases, that collection of this information is neither needed for the proper functioning of the program nor used by the agency in carrying out this program. Therefore, the agency is instructed to inform the respondents, through a Dear Payor letter, that this collection has been disapproved by OMB, that the agency may no longer collect or require the use of these forms, and that they are no longer obliged to submit these forms. In addition, the agency is instructed to begin rulemaking, if appropriate, to eliminate this requirement from the CFR.

Abstract: Under certain circumstances, lessees are authorized to deduct from royalty payments the reasonable actual costs of transporting the royalty portion of produced minerals from the lease to a processing or sales point not in the immediate lease area. Transportation allowances are a part of the product valuation process which the Minerals Management Service (MMS) uses to determine if the lessee is reporting and paying the proper royalty amount. When gas is processed for the recovery of gas plant products, lessees may claim a processing allowance. The MMS normally will accept the cost as stated in the leesee's....
