The agency
failed to publish a 60-day notice in the Federal Register, as
required by 5 CFR 1320.8(d)(1). To permit the agency to meet the
public notice and comment requirements of the PRA, OMB's clearance
of the information collection is extended by seven months. The
agency's next request for extension should include an interim
evaluation of the prototype phase of NATAP, which is scheduled to
conclude May 15, 1998. The evaluation should provide (1) a report
on the incorporation into NATAP of the consolidated ITDS data
elements, which is to be completed by April 30, 1998, and (2) a
report on the sharing of data among at least two Federal agencies.
The request of extension should also include a plan for the pilot
phase of NATAP. The plan should explain how the pilot will test
data standardization and data sharing.
