Approved as amended by ED's memo to OMB of 12/13/97. In addition ED agrees to the following conditions: 1) ED has indicated that they will submit an approval request for revised CCD surveys on 2/1/98. In that submission, ED will include a schedule that will indicate the dates by which any further changes to the survey would need to be implemented in order to have the final version of the survey ready for use in the 1998-99 school years. Also, the 2/1/98 submission should provide an estimate of how many states will not be able to report the new data required by the revised surveys until the 99-00 school year. Based on that estimate, ED will provide a justification for the utility of using the revised survey in 98-99. Also, if ED fails to submit the approval request by 2/1/98, they will submit to OMB a draft versions of the approval request at that time; 2) In terms of the state finance survey (NPEFS) ED will, to the best of its ability, provide in the 2/1/98 submission GASB's schedule for changing accounting standards, what ED expects those changes to be, and what impact ED expects the changes to habe on the CCD surveys; 3) ED will provide in the 2/1/98 submission a detailed discussion of NCES's contract efforts to develop definitions and guidelines for maintaining technology data on state and school district records systems. The discussion should focus on the time-frame for development and the content and scope of the efforts under way; 4) ED will in the 2/1/98 submission update the discussion of duplication that appears in the current supporting statement and include the specific strategy, if any, that ED and/or the DCC has for addressing the duplication.

The CCD Survey collects data annually from State education agencies about students enrollments, graduation, dropout, education staff. School and agency characteristics and revenues and expenditures for public elementary and secondary education.
