Terms of Clearance: Approved as amended by NSF's memo to OMB of 12/03/97. In addition, NSF agrees to the following conditions: 1) NSF will qualify the results of this survey as representative of only non-profit organizations that spent $250,000 or more on research and development activities; 2) NSF will submit to OMB 1 year from clearance, a burden change sheet based on the results of Item 10 on the Performers Questionnaire and Item 4 on the Funders Questionnaire (Note: if the results of these items indicate that no burden change is necessary, then NSF need not submit the change sheet); 3) NSF will report to OMB, prior to any dissemination of the results of this survey, on whether NSF will use any time-series or trend analysis with this data. Furthermore, NSF will identify to OMB and in the results themselves any potential problems with conducting such an analysis given that no data was collected between 1973 and 1997.

Abstract: NSF needs these data to update 1973 statistics on the nonprofit sector's R&D spending and performance. NSF provides data to Congress and other policymakers on all economic sectors' R&D funding and performance so that realistic funding, reporting, and tax policies can be made. Data will also be published in NSF reports and made available to respondents, researchers, government agencies, and the general public. Respondents are nonprofit organizations that performed or funded at least $250,000 in R&D in 1996.
