clearance: 1) OMB notes that in the original implementation of this
survey in 1998, very low response rates were achieved. The approval
for this extension allows NSF to re-issue a streamlined version of
the previous survey to non-respondents, and thus raise the overall
response rate. 2) NSF will send the initial screener only to those
respondents (i.e. non-respondents to the 1998 survey) whose status
is unknown. 3) NSF will revise the survey instrument to include the
standard burden disclosure paragraph. 4) Absent unsusual
circumstances, NSF will in the future publish only on federal
register notice when seeking emergency clearance under the PRA so
as not to confuse potential public commenters.

NSF needs these data to update 1973
statistics on the nonprofit sector's R&D spending and
performance. NSF provides data to Congress and other policymakers
on all economic sector's R&D funding and performance so that
realistic funding, reporting, and tax policies can be made. Data
will be published in NSF reports and made available to respondents,
researchers, government agencies, and the general public.
Respondents are nonprofit organizations that performed or funded at
least $250,000 in R&D in 1996.
