through 1/2001 under the following conditions: 1) NCHS adopts the
March 1998 CPS and SPD rental assistance probe for question K2a1 of
Appendix E; 2) NCHS develops a plan to incorporate into later
cognitive testing rounds questions from the March 1998 CPS, future
waves of the SIPP, and the new SPD. No later than 2/98, NCHS must
meet with OMB, Census, and ASPE to discuss a rational means for
bringing the NHIS welfare questions more into line with these other
major household income surveys; and 3) beginning 4/98, NCHS sends
OMB descriptions and copies of all "quick response" questionnaires
for ten day OMB review. Currently Census and BLS follow a similar
procedure for more spontaneous cognitive testing that cannot be
fully anticipated or described in the full generic clearance
submission.

Questionnaires for use in NCHS, CDC,
and other Federal surveys will be developed and tested using
cognitive laboratory pretesting methods. A series of pilot
household interviews will also be conducted, subsequent to
cognitive testing, and prior to field pretesting. Finally,
small-scale methodological experiments will be carried
out.
