amended by ED's memo to OMB of 1/22/98. In addition ED agrees to
the following terms of clearance: 1) 165 burden hours have been
added to the burden hour request because ED, in its submission,
inadvertantly omitted the 165 hours necessary for the participant
survey; 2) ED will have the telephone interviewer for the
participant survey indicate to the respondent at the start of the
call how long the interview will take and the interviewer will have
the other information contained in the OMB standard burden
disclosure paragraph available if the respondent makes any specific
inquiries concerning the information collection; 3) ED will add a
question to the participant survey that captures the date of the
onset of the participants' blindness; 4) ED will add a question to
the participant survey that allows ED to assess whether the
participant had ever received Voc Rehab services. Further, ED, in
the next submission of this information collection, will present to
OMB the results of the survey in terms of what, if anything, was
learned from the Voc Rehab question and will explore options of
expanding the survey to further understand what effect VR services
may be having on participants in this program receiving IL
services.

Section 752(i)(2)(A) of the
Rehabilitation Act Amendments of 1992 (Attachment A) requires each
grantee under this program to submit an annual report to the
Commissioner of the Rehabilitation Services Administration (RSA) on
essential demographic, service, and outcome information. The
information collected by RSA will be used to evaluate the program,
including the new GEPRA requirements, and make recommendations to
Congress. It provides RSA with a uniform and efficient method of
monitoring the program for compliance with statutory and regulatory
