EPA is revising the 1993 gasoline rule
to allow foreign refiners to establish individual refinery
baselines. This revision allows importers of conventional gasoline
produced at a foreign refinery to use the individual foreign
refinery baseline values to demonstrate compliance with the
conventional requirements with regard to gasoline produced at the
foreign refinery, subject to certain limitations and conditions.
This revision will allow EPA to evaluate imported gasoline relative
to individual refinery baselines in a manner similar to that in
which EPA evaluates gasoline produced at domestic
refineries.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
