January 31, 1999. OMB review of BTS forms QFR, M-1 and M-2
(2139-0002. 4 and 5) suggests the need for rulemaking to reduce the
current information collection burden and to streamline and
simplify the collection of information to the maximum extent
possible. A summary of the OMB review is attached. During the one
year the clearance is in effect, DOT should proceed expeditiously
with its contemplated rulemaking. DOT's goal should be to complete
the rulemaking within a year, so that revisions could be in place
for reports due in 1999. Based on public comment, OMB also suggests
specific consideration of options (a.) with respect to the
availability of data and (b.) the content of what carriers should
be required to report. The OMB suggestions are set forth in the
attached.

The reports provide financial and
operating data. DOT uses this information to assess the health of
the industry and identify industry changes that may effect national
transportation policy.
