Terms of Clearance: The FCC and OMB agree that the burden imposed by each collection should be increased to 6 hours. The FCC shall make the changes identified in items 2, 3, 4, 5 of the email. OMB also recommends that the clarification statement proposed in item 6.b of the email be added to the instructions for items 12-14 of the FCC 470. Please add a clarification to the effect that consortia or billed entities are not required to have technology plans to the instructions for items 22 and 23 of the FCC 470. Finally, the FCC 471 should be very clear that the recordkeeping requirements are for 5 years vice 3. Please add the clarifying statements to the instructions for block 28 that were added to the FCC 470 regarding the types of records that must be maintained. Finally, the FCC is strongly encouraged to work with the parties involved in the Universal Services Fund process to streamline the administration of Schools and Libriaries Fund.

Abstract: The Commission adopted rules providing support for all telecommunications services, internet access, and internal connection for all eligible schools and libraries. In an effort to implement these provisions, the Commission has developed FCC forms 470 and 471. To participate in the program, schools and libraries must submit a description of the services desired to the Administrator via FCC form 470. FCC form 471 is submitted by schools and libraries that have ordered telecommunications services, internet access, and internal connections.
