Abstract: Section 12 of the Railroad Retirement Act provides for the payment of benefits to a representative payee when an employee, spouse or survivor annuitant is incompetent or a minor. The collection obtains information used by a Railroad Retirement Board for selection of a representative payee and verification of an annuitant's ability to manage payments.
