SSA is piloting disability redesign
models, one of which is the Full Process Model. A key element of
the FPM is the predecision interview which gives claimants about to
be denied disability benefits the opportunity to speak directly
with the decision maker and/or submit additional medical evidence
before a final decsion is made. SSA has found that to date only
about half the applicants respond to the letter and is concerned
that applicants may not understand the letter. They survey will
solicit reasons for nonresponse to the letter.
