Abstract: The Minerals Management Service's (MMS) Royalty Management Program plans to conduct a pilot study to test proposed changes to its eligible refiner royalty-in-kind (RIK) program. The pilot study will run for 6 months and parallel the existing RIK program, which will continue with the actual current billing, reporting, and paying procedures.
