Terms of Clearance: Approved as amended by DOL's memos and revisions submitted to OMB on 1/14/98, 1/20/98, 1/23/98, 1/26/98, 2/10/98. In addition, DOL agrees to the following: DOL will work with the Bureau of Indian Affairs (BIA), Indian Tribes covered by the BIA form for 477, and OMB in an effort to incorporate key welfare to work data elements into the current 477 reporting instrument sponsored by BIA. (These data elements may include: a) number of 477 welfare to work participants that entered unsubsidized employment; b) number of 477 welfare to work participants that maintained unsubsidized placement for 180 days; c) number of 477 participants participating in welfare to work; and d) types of welfare to work activities 477 participants are engaged in.) If some level of welfare to work reporting is not included in the BIA instrument, DOL will consult with BIA and the respondent Indian Tribes and report to OMB in the regular submission of this paperwork an alternative strategy for collecting this information on 477 tribes in a manner that minimizes burden on the grantees.

Abstract: Emergency approval of the report forms and instructions to be sent to Indian and Native American Welfare-to-Work (INA WtW) grantees is being requested. These instructions and forms provide eligible tribal entities with requirements for preparing and submitting financial expenditure and activity reports to the Department so that they may be in compliance with the reporting requirements of the INA WtW program. This is a new program authorized under title V, section 5001(c), of the Balanced Budget Act of 1997 (Pub. L. 105-33).
