The FCC has revised the calculations and treatment of certain costs incurred by local exchange carriers and passed through to interLATA providers via access charges. The FCC is also requiring all filings to be made electronically. These changes and other modifications contained in the Third Report and Order in CC Docket 96-262 are approved.

Effective January 1, 1998, price cap local exchange carriers will be required to make changes in the price cap indices that govern their access rate levels; such changes to be made in revisions to their access tariffs scheduled to be filed on or before December 17, 1997, pursuant to Third Report and Order issued in the access reform proceeding. The First Report and Order and Second Order on Reconsideration also require tariff and other filings and a third-party disclosure requirement.
