The Bureau of the Census developed the
ICM approach to improve statistical methodology for estimating
population coverage during the decennial census. The methodology
was first tested in the 1995 Census Test and refined in the 1996
Community Census. In the Census 2000 Dress Rehearsal, the Bureau is
interested in conducting a dress rehearsal of both its ICM and PES
methodologies, which can be used alternatively to measure the
coverage of the census. The first phase of the process was to
independently list each housing unit in the ICM/PES sample area and
match the listing to the census list.
