Subpart 4750 of title 43 requires BLM to issue title to all adopters of wild horses and burros who have held their animals for at least 1 year and who have complied with specific requirements to humanely care for and maintain wild horses and burros removed from public lands. BLM plans to send this letter to about 2500 individuals who have adopted wild horses or burros since 1992 and have not yet sought title to them. BLM will use the information to update the identifying information about adopters and to issue title to the animals to all qualified individuals.
