collection is resubmitted for regular approval DOJ needs to submit
expected dates for #16 of the supporting statement, tabulation and
publication. In addition, DOJ should also describe how arresting
officers determine the racial identity of the arrestee and why the
categories on this form are not the same as those outlined in OMB's
Directive 15.

This survey is being conducted to help
assess whether currently available arrest procedures and techniques
are safe and effective when applied to persons whose mental state
may make them either vulnerable to misunderstanding or especially
dangerous or both. The results may indicate the need for
modifications in the training of arresting officers or the
development of other less than lethal weapons and
techniques.
