Approved consistent with the following terms of clearance: 1) DOL will consolidate this approval request (1205-0273) with the approved package under OMB# 1205-0336. Therefore, this approval request is given an expiration date of 6/2000 in order to correspond with the expiration of 1205-0336. The next submission of 1205-0336 will account for the increased burden associated with the combining of the two packages and DOL will attach a burden change sheet eliminating the burden hours associated with the 1205-0273; 2) DOL will no longer send to the public information collection requests (ICR) prior to OMB approval. (OMB notes that it is not good practice to send out an ICR stating that the ICR becomes effective upon OMB review and approval. Consistent with the review process under the Paperwork Reduction Act, DOL will wait until OMB review is completed and an approval is given before sending out an ICR.); 3) DOL will address, at minimum, the following issues in the "Change 1" to the 2/97 TEGL - Instructions for Submission of Consolidated State Plans under Titles II and III of JTPA for PYs 98 and 99 and PY 98 W-P: (a) An instruction on electronic reporting options; and (b) An instruction providing States with the option to substitute their state plan with an indication of what changes have been made from the previously submitted State plan plus a certification that the remainder of the State plan remains unchanged; 4) DOL will include in the upcoming TEGL covering GPRA in ETA generally, a revised version of the GPRA section of the 2/97 TEGL which includes time frames for each performance action; 5) DOL will reference this revised GPRA section in the "Change 1"; 6) DOL will revise the Title III state plan to require respondents to demonstrate a link between what the State is planning in terms of goals, objectives, and performance with what ETA has delineated as goals for the Title III program under GPRA; 7) Prior to sending to the public, DOL will submit the following for OMB review as an addendum to this clearance package - (a) The "Change 1" to the 2/97 TEGL as referenced in terms #3 and #5 above, (b) The TEGL covering GPRA in ETA generally as referenced in term #4 above, (c) The revised section of the Title III state plan as referenced in term #6 above.
