Terms of Clearance: The agency failed to publish a Federal Register notice stating that OMB approval was being sought, as required by 5 CFR 1320.10(a), so OMB grants an emergency, 6-month approval instead of the requested 3-year approval. OMB approval is conditioned the agency's agreement that (1) use of the survey results to develop policy reflects the fact that they are not a statistically valid representation of the population and (2) the agency add a PRA notice to the survey form. This approval covers the version of the survey sent to OMB after the intitial submission.
